This new ruling requires organizations, payers, and providers to have Patient Access APIs and provider directories that are using the new HL7 FHIR standard and are compatible to run on any commercial smart device. To build these required pieces from the ground up, CMS estimates this could cost organizations an average of 1.5 million dollars.
